In accordance with the Law of the Republic of Belarus of July 18, 2011 "On Appeals of Citizens and Legal Entities", an appeal to the Public Limited Company Barhim can be carried out in written, oral or electronic form.

Written appeals are sent to OAO Barhim at the following address:

225410, the Republic of Belarus, Brest region, the city of Baranovichi, 48 Prominsky Street.

Oral appeals are announced during a personal reception of citizens, their representatives, representatives of legal entities, as well as during an appeal to the hotline.

Electronic appeals are sent to the e-mail address barhim@mail.ru, as well as by filling out an electronic form in this section of the company's official website.

Electronic appeals are presented in Belarusian or Russian.

 

Electronic applications of citizens, including individual entrepreneurs, must contain:

 

  • name and (or) address of the entity or position of the person to whom the appeal is sent;

  • last name, first name, patronymic (if there is some) or initials of the citizen, address of his place of residence (place of stay);

  • statement of the essence of the appeal;

  • E-mail address.

 

Electronic appeals of legal entities should contain:

 

  • name and (or) address of the organization or position of the person to whom the appeal is sent;

  • full name of the legal entity and its location;

  • statement of the essence of the appeal;

  • last name, first name, patronymic (if there is some) or initials of the head or the person authorized to sign the appeal in the prescribed manner;

  • E-mail address.

 

 

Electronic appeals submitted by representatives of applicants must be accompanied by electronic copies of documents confirming their powers, as well as electronic copies of documents on the results of the previous consideration of appeals, other documents and (or) information necessary to address the issues set forth in the appeals.

 

Additional documents and (or) information (documents confirming the powers of the applicants' representatives, documents on the results of the previous consideration of appeals and other documents and (or) information necessary to address the issues set forth in the appeals) may be attached to electronic appeals.

 

 

An electronic appeal can be left without consideration on the merits if:

 

  • the appeal does not contain the last name, first name, patronymic (if there is some), address of the place of residence (place of stay) of the citizen;

  • the appeal does not contain the name and (or) address of the organization or the position of the person to whom the appeal is sent;

  • the appeal does not contain the full name of the legal entity and the address of its location, last name, first name, patronymic (if there is some) of the head or the person authorized in the prescribed manner to sign appeals (for legal entities);

  • the appeal does not contain the essence of the appeal;

  • the appeal contains text that cannot be read;

  • the appeal contains obscene or offensive words or expressions;

  • the appeal subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedural, economic procedural, criminal procedural legislation, legislation defining the procedure for the administrative process, legislation on administrative procedures; the appeal is an employee's appeal to the employer or in accordance with legislative acts a different procedure is established for submission and consideration of such appeals;

  • the appeal contains issues that are not within the competence of the company;

  • the deadline for filing a complaint is missed without a valid reason;

  • a repeated appeal is filed and it does not contain new circumstances that are important for considering the appeal on the merits;

  • The correspondence with the applicant on the issues stated in the appeal has been terminated.

 

 

Electronic appeals of applicants that do not indicate the last name, first name, patronymic (if there is some), or the initials of the citizen or the address of his place of residence (place of stay), or the name of the legal entity (long-title or abbreviated) or its location, or the specified data do not correspond to reality, are recognized as anonymous and are not subject to consideration if they do not contain information about an imminent crime, crime in progress or committed crime.

 

 

If the incoming electronic appeals of similar content from different applicants are massive (more than ten appeals), responses to such appeals, by decision of the management of the company or a person authorized to sign the responses to appeals in the prescribed manner, can be posted on the official website of the company on the Internet without sending responses (notifications) to applicants.

 

The applicant has the right:

 

  • to withdraw his/her electronic appeal before considering it on its merits by submitting a written application or sending an application in electronic form in the same way as the electronic appeal was sent;

  • to appeal in accordance with the established procedure against the responses to electronic appeals and decisions to leave appeals without consideration on the merits.

 

 

The response to an electronic appeal or the decision to leave it without consideration on the merits can be appealed to a higher authority. The authority’s response to the appeal or the decision to leave the appeal without consideration on the merits after appeal to a higher organization can be appealed to the court in the manner prescribed by law.

 

The response to a complaint to a higher authority may be appealed to a court if, when considering this complaint, a new decision is made that falls within the competence of the corresponding higher authority.

 

A response to an electronic appeal or a decision to leave it without consideration on the merits of an authority that does not have a superior authority, as well as an individual entrepreneur, can be appealed before a court in the manner prescribed by law.
